The smaller airports would be impacted more by the fee as they would have more general aviation aircraft flying out of them than the larger airports.

That would be an EASY question to answer, Aviator_Rob. First you examine the U.S. Constitution and see which functions were delegated to the Federal government and ONLY those duties should be retained. Any other programs should be left to the States.

Read the second pararaph in the article; FEDEX IS commercial; they currently pay plenty for each and every flight.
There are lots of people who fly small planes ("GA") for sport or travel that make way under $250,000.
Obama claimed no "tax" increases for those under $200,000/$250,000 ; so they call it a "fee" instead.
